Okay, so this looks like a bug in the nouveau driver to me. Did you also
try the proprietary nvidia driver?

Also I tried running vlc -vvv and played a video it worked fine up until
I switched to full screen, then my whole screen displayed a horizontal
lines of colors.

Please provide the output of vlc -vvv (e.g, pipe it to some file so that
the data is recorded even when the screen freezes). Also an xorg.log and
the syslog might be helpful.
