Accepted snapcraft into bionic-proposed. The package will build now and
be available at
https://launchpad.net/ubuntu/+source/snapcraft/2.43.1+18.04 in a few
hours, and then in the -proposed repository.

Hope the issues with the disabled tests have been reported somewhere for
tracking. Wouldn't want disabled tests to stay around for too long.
