Public bug reported:

After I mount my portable Hard Disk, all the files with Chinese file
name cannot be shown in the dolphin manager, and I cannot access any of
above files in any mannaer. This phenomenon only happened when I access
the NTFS file system.

The FAQ in ntfs-3g give us the following hints:

Why can't I see all filenames with national characters? or 
Why do I get "Skipping unrepresentable filename (inode XXXXX) ..." messages? 
This means that your operating system (OS) doesn't have the correct language 
specific settings (locale, LANG variable, LC_ALL, etc) thus some filenames 
can't be converted to your language and won't be visible. The reason can be: 
 The locale setting wasn't configured during installation. 
 Not the correct locale was configured. 
 The configured value doesn't exist on the system. 
 The OS configures the setting in a too late stage during the boot process, 
only after the NTFS volume  was already mounted.

I wish this issue could be resolved as soon as possible, because
accessing Chinese files on a External Hard Disk is essential for me to
use Kubuntu. Without this functonality (in a convinently way) I cannot
do many of my work using Kubuntu.
