Problem continued, even after I did a "panel reset" to the panel . . . .
Tried to flip up an "apport-collect 1815148" to add the data, but apport
"failed to find a browser" even though Firefox was launched . . . and I
was logged in to LP . . . no report generated--"failed" to report . . .
???

Bottom panel
Oops . . . seems like possibly after the problem showed in the Terminal
for the latest upgrade . . . problem may have resolved??? I'll "monitor"
the situation . . . didn't do the restart yet on the upgrade . . .
possibly might return??? But, for now . . . not happening . . . after
some weeks of it
Noticed that the problem was happening while using the Terminal as well.
As an update/upgrade was running the panel was flickering . . .
