So it seems. If not, I'd consider this a bug, rather than a RFE. 10
years ago we were told that KDE 3.5 had to go, and Plasma had to come to
support such screens.

I searched Dr. Google and I searched in here, and didn't find a bug report, but 
a number of posts that this would not be working. Now I finally have a decent 
machine, run Kubuntu 18.04, and have so far not been able to set this 
functionality up. 
Under System Settings it doesn't show up as input device, though it is a wacom 
device on a Lenovo machine. 

It is a double boot machine and kind of seems to get me back on Windows
after some 20 years of absence, because I love the touch screen,
including the Thinkpad pen. The pen also works, but also doesn't effect
any right click. I am fully agreeable with the behaviour of the context
menu popping up from a longer touch of a screen target.
