... so this is identical to your file.
I reinstalled libisccc140 as you proposed. After a reboot, it didn't
show that error again.

Odd, I have not seen such a case yet.
All I found was a very old bug 577834 which also didn't end in a clear
indication what the problem was.
What is the actual content of this file, could you upload it?
