3) What I expected to happen:

I expected to be able to run sudo apt-get install virtualbox-guest-x11
and the package would install without any problems.

4) What happened instead:

:~$ sudo apt-get install virtualbox-guest-dkms virtualbox-guest-x11

The only conclusion that I can draw from this is that the xserver-xorg-
core-hwe-16.04 does not provide xserver-xorg-core.

This is repeatable on Ubuntu 18.04 against the xserver-xorg-core-
hwe-18.04 package.
