Update: upgrading BIOS from 301 to 304 fixed this. Problem may still
occur on other machines but on my Zenbook 14 it's fixed.

This bug is still showing with kernel 5.0.0-15 (was 5.0.0-13 before)
Any news on this/debug I can do/things I can try? It's been a month and
it looks like this bug has fallen off the radar, but it's still causing
issues here.

Don't know how xorg got selected - pretty sure the problem is with grub
or with the kernel, and seeing as the 4.19.20 kernel used to work, I'm
guessing it's grub
