Public bug reported:

This problem appears when you first install ubuntu 18.04, 18.10, and
19.10 on a Lenovo Miix 501 laptop. I have not tried previous versions of
ubuntu.  After installation or update to a newer versio of ubuntu the
network adaptor is set to off and cannot be turned on. I believe this is
because of a non-existent or faulty driver for the intel 8260 wifi
adapter. It also could be that the driver is waiting for physical or
keyboard switch to turn on the adapter. However, no such switch exists
in this laptop model.

The problem can be resolved by adding "blacklist ideapad_laptop" to the
configuration file

/etc/modprobe.d/blacklist.conf

(this is for ubuntu 19.04. The filename and location are different for
18.04 and 18.10)
