Accepted gce-compute-image-packages into bionic-proposed. The package
will build now and be available at https://launchpad.net/ubuntu/+source
/gce-compute-image-packages/20190801-0ubuntu1~18.04.0 in a few hours,
and then in the -proposed repository.
