Hi Chris, I've tried the fix in fedora/centos and Devstack environment
and it fix the problem. Sadly, I don't have access to an instance with
Ubuntu Cloud to try your package.

Waiting for verification on this bug is blocking a release of cinder
into disco-proposed; the autopkgtest regression seen earlier appears to
have been resolved. Please verify this bug is fixed so we can release it
to users :)
