Public bug reported:

Using okular 1.7.3 (4:19.04.3-0xneon+18.04+bionic+build36)
on KDE neon User Edition 5.16 (bionic 18.04).

I have trouble setting a shortcut for the "Show Toolbar" function (for
the toolbar at the top of the window). It seems that certain actions,
such as opening/closing the Navigation Panel (on the left side, both
from the menu and via its shortcut) or opening/closing the Menu (via
Ctrl+M) revert the shortcuts to the default values. The default shortcut
for "Show Toolbar" is unluckily None.

I've tried to change the shortcut in two ways:
1) Menu -> Settings -> right click on "Show Toolbar" -> Configure Shortcut
2) Menu -> Settings -> Configure Shortcuts -> search for "Show" -> reset the
shortcut -> Manage Schemes -> More actions -> Save shortcuts to scheme

Either way, after a few operations, the new shortcut stops working and when I
open the menu for resetting it, it is back to None. I tried to set it to
"Shift+F7,F7", which is the shortcut I used on my old system, but it also gets
reset to default after opening/closing the Navigation panel.

** Affects: okular (Ubuntu)
     Importance: Undecided
         Status: New
