Getting the same error here on a Kepler era GPU in Ubuntu 18.04.3 when
deploying CUDA 10.2. I did a fresh install of the OS, followed the network
deployment here:

It looks like you have installed a libcublas-dev package which is not in
the Ubuntu archive, and this package does not correctly declare its
relation to packages in the Ubuntu archive.
Please remove the libcublas-dev package and try installing nvidia-cuda-
toolkit again.
