So I tested Debian 10.2 (kernel v 4.19.67) today and noticed that
Bluetooth worked perfectly fine, The only difference was in Debian the
driver loaded was r8822be, so the issue is with the driver rtw_pci
loaded in ubuntu 19.10 ??

Thanks for the bug report. Your log suggests problems with wifi (wlp2s0)
around the same time as bluetooth. This isn't surprising since both may
be sharing radio frequencies (~2.4GHz) and the same chip in your laptop.
To avoid these problems please either:
* Turn off wifi and use ethernet; or
