Thank you for reporting this bug to Ubuntu.
Ubuntu 19.10 (eoan) reached end-of-life on July 17, 2020.
See this document for currently supported Ubuntu releases:

We appreciate that this bug may be old and you might not be interested
in discussing it any more. But
That's actually good news. It means the backlight problem is a
distinctly separate bug which we don't need to mention here. Please open
a new bug for that.

Monitors keep turning on when in power saving mode, every time.
To manage
That sounds like a second bug which I was trying to keep separate.
Sounds like a partial success now at least, since the monitor is /more/
black if you leave the peripherals unplugged. Because it would fully
wake if you left the peripherals plugged in. Unless I have missed
something.
Back on that
I just said yes that it stays dark, and plugging them in did not seem to
"wake" it back up. The system does not appear to be properly entering
ACPI sleep, just that the screen is "black" (but I can still see the
back light through the LCD matrices).

Regardless, does the screen stay dark indefinitely while the peripherals
are unplugged? And does plugging them back in successfully wake it up?

I don't see evidence that the peripherals are to cause here. Plugging
them in/not does not appear to have a change in results.

Ugh, that backlight issue sounds like a secondary bug but let's focus on
the original problem for now...

I rebooted (so no apps are running really), locked computer, and
unplugged all USB devices.
The screen eventually goes dark, but the monitors never get told to be
"off"/standby (lights stay green on them), and I see the mouse pointer.
I can also see the back panel lighting through the screen (as
I think most likely the cause here is an event from a mouse or keyboard
-- even if you're not touching them. Please try:
1. Unplug all mice and keyboards.
2. Wait for the screen to turn off.
3. Does it turn back on?
Similarly spurious wakeups could come from apps (please test with no
apps
The issue persisted on my last computer, which would have a completely
different user, and I was not using GNOME Extensions at that point.

Thank you for your bug report. Could you try with a new user/without
extensions to see if that makes a difference?
