This was fixed by reverting the breaking change in python3 3.7 and 3.8.

Looks like the test always failed with Python 3.8, but because the loop
didn't have "set -e", when it passed on Python 3.7 the error was
ignored.
But it started failing with 3.7 too, maybe as a result of upgrade from
3.7.5 to 3.7.6rc1.
Did not have time to investigate further yet.
