I found that it called coil whine.
It is not a linux bug but it's a common laptops issue.
But i still looking for how kernel 5.4.0.45 hadn't this problem.

Yes, I'm Agustin friend. and in my case was with Kubuntu 19.10 and
kernel 5.3.0-46.39 and It happened to me when using scroll in any Idea
