The config file /usr/lib/sysctl.d/50-default.conf should come from systemd source package, and you can refer this upstream https://salsa.debian.org/systemd- team/systemd/-/blob/debian/master/sysctl.d/50-default.conf. Until now, groovy also has the same problem but it's not really a big issue
