So the snap was eventually successfully installed for Norbert, either
the first time around (despite the error message), or in a subsequent
update.

I can install Chromium without issue via Welcome's Browser selector and
Software Boutique.

Of course I was connected to the Internet, I have installed all stuff
from MATE Welcome. It run `apt-get update`'s hundreds of times.
Now I do:
```
$ snap refresh

sudo apt install --reinstall chromium-browser
