I tried to revert to previous checkpoint for Ubuntu Sever 20.4 under
Hyper-V. Revert was successful but later when I tried to upgrade
packages which were eventually already upgraded previous to Revert, then
I got this same problem while package upgrade in current snapshot.
And following this link
FWIW I encountered the same Operation not permitted error upgrading from
19.10 to 20.04, in a hyper-V VM
