I found this bug by accident and enlarged my settings-manager window to display
5 columns of icons instead of the 4 that showed before.
It is now impossible to reduce the size back to what it was and editing the
~/.config/xfce4/xfconf/xfce-perchanne-xml/xfce4-settings-manager.xml does not
shrink
