SOLVED:

Must change the line started by "actionstart =" in the file iptables-
ipset-proto6-allports.conf (or iptables-ipset-proto6-allports.local),

from (Fail2Ban v.0.10..x):
  actionstart = ipset create <ipmset> hash:ip timeout <bantime><familyopt>

to (Fail2Ban v.0.11..x):
  actionstart = ipset create <ipmset> hash:ip timeout 
<default-timeout><familyopt>
