Solved by editing /etc/environment, added the following line:
XCURSOR_SIZE=36
Now the cursor is the size I want, also in sddm, on the desktop, while
hovering over window decorations or inside any app window.

I can confirm this bug in Kubuntu 20.04, installed on a Thinkpad X1
Carbon 2nd Gen. The cursor very annoyingly changes size, between when it
is hovering over an application window, or the desktop wallpaper. It
also changes size when I move it over a window title.

No, on Ubuntu, Kubuntu or any Ubuntu flavor `apport-collect` I would
expect to run without issues or errors. I have encountered situations
where I've used `sudo` to get around permissions issues with `ubuntu-
bug` though,

Thanks for the quick reply. I ran apport-collect 1875258. It returned a
whole bunch of errors, is that normal?
Anyway, the program in the screenshots I provided was kate. GTK
applications seem to be better. Chrome, which is its own thing, also has
issues.
