Tested xsane and xsane-common version 0.999-8ubuntu2.1
The file xsane-startimage.pnm is now in the directory /usr/share/sane/xsane.
There were no complaints about missing images on startup.
The preview window now displays xsane-startimage.pnm correctly in lineart, gray

Starting xsane produces the message:
ERROR: xsane-startimage not found. Looks like xsane is not installed

Have the same problem: (Ubuntu 20.04)
[xsane] ERROR: xsane-startimage not found. Looks like xsane is not installed
correct.
The above workaround (from Krzysztof Śmigrodzki) was like this for me:
sudo mkdir -p /usr/share/sane/xsane (no problem)
sudo ln -t /usr/share/sane/xsane
Worked for me too - but then I found more problems (Failed to start scanner:
invalid argument), and then

which is in /usr/share/doc/xsane-common/html/sane-problems-doc.html
