Description:
CPX, SNR and ICX support MBA_CFG MSR 0xC84. Bit0 defines whether two threads 
sharing a core with different MBM constraints.

MSR is model specific (becomes architectural in SPR). So need
family/model/stepping checks.

0: pick the MAX of the delay values
1: pick the MIN of the delay values

Linux needs a file in resctrl file system to allow user to pick desired
behavior.

Unclear from docs seen so far whether this MSR is scoped per core or per
package. But probably just want to provide a system-wide MIN vs. MAX
choice.
