i don't know if that could be consider as a bug, feel free to forward
this upstream since they write the application, for forwarding

Evolution help file won't open
Thanks for your report, Indeed it doesn't open if you have two or more
instances of the program, but why you want to have two evolutions
running?

It's perhaps not a common problem for a power user with a single
monitor, but a beginner will often open several instances of a program
without realizing it, and they're the ones usually bringing up help. I
reported this because this happened with my mom. I kept showing her how
useful help was,
