I can confirm this bug at my HP 15s-eq0355ng with xubuntu 20.04.3, it
took 30 seconds to suspend.
After removing xfce4-screensaver, the notebook goes into suspend immediately.

Same problem.
I uninstalled the screen saver and the suspension is immediate.

When disabling 'Lock Screen with System Sleep' on the Lock Screen tab of
- the Screensaver app, going into sleep me is then delayed by 30 seconds.
- Re-enabling it won't solve the issue without first killing the process
- and opening Screensaver again.
