Opening the web browser on clicking the url link associated with the
keepass entry has always been standard functionality in Keepass, and
certainly works with Keepass 2.38 on Bionic.

Title:
  When clicking the url link in keepass the web browser fails to open
  and the response is an error message "cannot find requested file".
  This still works correctly with Keepass 2.38 in Bionic.
