OEM support with Calamares was added to Lubuntu Noble, so once 24.04
releases it should be usable in that way again. The way of enabling OEM
mode is different than before, but it should do the same job.

OEM was last offered by Lubuntu 18.04 when we used `ubiquity`. The
feature was lost in switching to LXQt in 18.10 & later with the use of
`calamares`, thus the task https://phab.lubuntu.me/T16. It's both
probably a bug (OEM is shown!) and regression (wanted feature was
removed but still appears
