Public bug reported: Test packages (with backports for groovy and focal) available from the following PPA:
https://launchpad.net/~waveform/+archive/ubuntu/firmware This bumps the boot firmware to 20210108, the wifi firmware to +rpt10, and the bluez firmware to +rpt7. The focal backport contains an additional Breaks: flash-kernel (<<3.103) entry in d/control as the firmware package changed during the groovy cycle to rely on flash-kernel for copying the boot firmware to the boot partition rather than using a postinst.
