It is not "hurting" but usually no change rebuilds do not add bug tasks for the packages and ref the bug. Instead they usually mention the version it is for like "No change rebuild to pick up liburing 0.7" or such. Anyway, this really isn't bad - in case stuff breaks everyone will find this bug
