i'm not sure which ubuntu version you mean, but those two packages are
available in hardy. (as a matter of fact, i have them both installed).
oh, btw, its okular-kde4, not ocular-kde4.

This seems like a dependency error indeed, the only changelog entry from
ubuntu1-ubuntu2 is a rebuild for a new version of libexiv2.
