Public bug reported:

If I answer an incoming mail, I want to have the mail cited. claws mail
is set up to cite the whole mail automatically. This does not work.

Setting the required configuration to

will lead to an empty mail. In all cases. You will have to copy the original 
mail manually.
Citing wont work as expected.
