Public bug reported:

Binary package hint: xfce4-xkb-plugin

1. Applications -> Settings -> Keyboard Settings, Layouts. By default, it's 
"Use X configuration", so it will ignore XFCE-set values.
2. Uncheck "Use X configuration", and add one more layout to the default one. 
Close the dialog.
3. Changes are lost! Note that changes in other tabs (e.g. Typing settings: 
Delay, Speed) *are* saved, but keyboad layouts are discarded.

As a result, one can only change keyboard layouts in xorg.conf.
