Public bug reported: On Xubuntu 18.04.5 LTS, only xfwm 4.12.5 is available, without updates.
This causes Telegram window unable to move or resize on first start. See details here: https://gitlab.xfce.org/xfce/xfwm4/-/issues/569#note_34962 They claim they already corrected the bug. Please issue an update option or some other solution (here someone more of an expert than me said the keyword "backport": https://github.com/telegramdesktop/tdesktop/issues/16562).
