I can reproduce the bug you describe in a Ubuntu 22.04 live system.
The gpg key is actually generated correctly, so closing the window (and
qtpass) will result in a usable qtpass on the next start, but this is of
course just a workaround.
There is a bug report upstream that seems to describe the
Status changed to 'Confirmed' because the bug affects multiple users.
