Yes the bug seems to exist on impish in:
/usr/share/dbus-1/services/org.bluez.obex.service
Looks like it might originate from this 2013 patch:
patches/0001-Allow-using-obexd-without-systemd-in-the-user-
sessio.patch
Perhaps it is meant to be @pkglibexecdir@ ?
