Public bug reported:

When runing plasma-discover it can't open temporary cache and show installed or 
available for installation apt package. When running in console output is:
plasma-discover
kf.kirigami: Units.devicePixelRatio is deprecated (since 5.86 ): This returns 1 
when using Qt HiDPI scaling.
file:///usr/lib/x86_64-linux-gnu/qt5/qml/org/kde/kirigami.2/Page.qml:448: 
TypeError: Cannot read property 'globalToolBar' of null

** (process:19673): CRITICAL **: 08:00:47.375: Unable to open temporary cache: 
Unable to open temporary cache file: Permission denied
adding empty sources model QStandardItemModel(0x55a53afb0660)

cache: Unable to open temporary cache file: Permission denied

Running with sudo solve the issue but is not recomended.

This happens in a Kubuntu 21.10 updated from 21.04 in which plasma-discover was 
working w/o problems.
Also happens in Lubuntu 21.10 updated from 21.04 in which plasma-discover was 
also working.
In both 21.10 installation muon is working w/o problems (w/o need of sudo) so 
it doesn't appear to be a cache problem.
