When I reboot or shutdown my computer, SDDM tries to restarts itself and
slows down the halting process (by about five seconds).
`journalctl -b-1 |grep sddm` gives:

I have almost identical entries in my journalctl log, but I don't have
the slowness that the OP is experiencing.
