I have re-installed Impish since I discovered a large number of broken
packages showing on Synaptic.
All is well now, and I assume that the original install became corrupted.

I can't reproduce this on fresh Ubuntu MATE 21.10 install.
Please reinstall both applications using
sudo apt-get update
sudo apt-get install --reinstall mpv celluloid
update-menus
Then retry and if error persists - put the contents of
`~/.config/mimeapps.list` file along with output of
** Tags added: impish
** Also affects: mpv (Ubuntu)
