[amdgpu] Static-noise-like effect

I have following kernels installed:
- 5.13.0-35-generic
- 5.14.0-1024-oem
- 5.14.0-1027-oem
Kernel 5.13 does not work. The other two do work.
I see the problem on Lenovo Ideapad 320.

I am seeing this static since kernel 5.13.0-28 and even now after
today's update to kernel 5.13.0-35 the static still appears for a while
while rebooting / shutdown.
The issue is same, "Laptop internal display shows random looking
'static' after it's turned off"
This is xubuntu 20.04 running on A
