I had a similar issue. I could activate 'Hover click' but it was flaky
then would stop working. This was when I upgraded from Ubuntu Impish
21.10 to Jammy 22.04.
'Hover Click' was working fine for me in Impish but not in Jammy. I
found switching from Wayland to Xorg got 'Hover click' working for
