Sorry if I lead you in the wrong direction.
I'm still not sure that it's a bug you experience. OTOH I'm not using a
Japanese keyboard. Possibly someone who does is able to tell if there is
more into it when using a keyboard with a hankaku/zenkaku key together
with ibus-mozc.

Hi,
I reboot PC, and I want to login PC, But I cannot login for password error.
I check key input from keyboard, I found key mapping different.
so I add Settings -> Region & Language and remove the "Japanese" item,
then it is ok.
Japanese environment need "Japanese" and "Japanese (Mozc)"
I use
nakasima@asrock:~$ gsettings get org.gnome.desktop.input-sources sources
[('ibus', 'mozc-jp')]

Then, and given that you changed /usr/share/ibus/component/mozc.xml as I
suggested, I suggest that you go to Settings -> Region & Language and
remove the "Japanese" item so only "Japanese (Mozc)" is left. Doing so
will still allow you to type English ("Direct input") while it may
reduce the risk
