This looks like you have the emerald package installed? Could you
please try removing it and see if that fixes the problem (with desktop
effects enabled)?

Yes, it was
I have found out that it is Compiz that is at fault here. When I
switched desktop-effects off, the screen reverts to normal blue borders.
when switching to 'normal' or 'extra' the borders go red again.
