Aaron Kurtz hit the nail on the head. After installing nm openvpn stuff it looks like nm was unable to communicate with dbus. NM was saying it couldn't find secrets. After restarting everything worked. I attached part of the daemon log that occured when trying to connect. NetworkManager:

This is interesting... after reboot it works now. I installed the VPN support for network manager and the menu options become available. If NM was indeed restarted (I thought it was), I think it odd a machine reboot would make a difference. -- network-manager-openvpn not working
