This is possibly caused by the new ubuntu3 `grub2` package. We are on
releasing an `ubuntu4` which resolves a known issue.

Have you changed the hard disk configuration on this machine recently by
any chance?
We are used to seeing this error when the install device configured for
GRUB have changed.
Can you run `dpkg-reconfigure grub-efi-amd64-signed` and see if it
prompts you for a new install device?
