Public bug reported:

It looks likes autopkgtest runners on armhf, ppc64el, s390x are not
guaranteed to have multiple threads (perhaps never on ppc64el and 390x)
which causes autopkgtest failures like so:

Based on the docs we could change the tests to use:

$pytest -k "not threads"

or maybe there is a way to request a different resource for these tests
in the autopkgtest runners?
