Confirmed once agin on latest Hardy. When starting any KDE4 application
they block while waiting for scim, until it fails. The simple fix of
removing all scim-related packages worked here as well:
libskim0
skim
libscim8c2a
scim-bridge-agent
scim-bridge-client-gtk
scim-bridge-client-qt
Confirmed on Hardy Beta. Purging the mentioned packages fixed the bug.

Confirmed problem in both Kubuntu Gusty and Hardy, except KDE4 Konqueror
would not even start up at all. I receive failures in purging those
packages:
Removing scim-qtimm ...
dpkg - warning: ignoring request to remove scim-bridge-client-qt4 which isn't
installed.
Removing scim-bridge-client-qt
