In Debian:
tcltls (1.5.0.dfsg-7) unstable; urgency=low
* Bump Standards-Version to 3.7.3
* The package now Build-Depends on tcl8.5
* Webpage was moved from tcltls' description to control tag.
* Debian copyright file is valid UTF-8, now.
* The package is now compiled against tcl8.

I can confirm that Hardy will attempt to download tcl8.3 when installing
tcltls even if tcl8.5 is installed. However, how do we know that tcl8.5
does not change some behavior that the current version of tcltls relies
on?
