gstreamer-0.10.14 in Gutsy does not play this mpeg file
I tested it in the Hardy Heron Beta Live CD. I had to download the ugly
set of plugins for it to play. The issue was reproduced in exactly the
same way. The video when played by both totem-gstreamer and gst-launch
is jumbled. Also, if a second instance of gstreamer is launched, the

reproducible with the live environment of the Desktop CD of the
